Analysis: John Towney’s numbers for 2020 Paralympic inclusion efforts do not add up to IPC requirements

According to an IFDS letter from President John Towney to the IPC Governing Board, sailing met the minimum participation threshold for the sport because of participation by 38 countries, when there was a minimum of only 32.  The 38 countries that Towney lists as actively participating were Argentina, Australia, Austria, Belgium, Brazil, Canada, Czech Republic, Croatia, Denmark, Finland, France, Germany, Great Britain, Greece, Hong Kong, Hungary, Ireland, Israel, Italy, Japan, Korea, Malaysia, Netherlands, New Zealand, Norway, Philippines, Poland, Portugal, Puerto Rico, Russia, Serbia, Singapore, Spain, Switzerland, Sweden, Turkey, United States, and US Virgin Islands.

An earlier ParaSport News analysis found the claims to be circumspect.  For the first time though, with a list of countries counted by the IFDS as participating, an analysis can be done to determine if these countries should have been counted using the IPC criteria. The IPC handbook with requirements for inclusion on the program says, “Only individual sports and disciplines widely and regularly practised in a minimum of thirty-two (32) countries and three (3) IPC regions may be considered for inclusion in the Paralympic Games.”  The guidelines specify that a country count ifs, “It has been holding recognised/sanctioned National Championships within the last four (4) years OR: It has been competing with a national delegation in internationally recognised/sanctioned competitions on a regular basis within the last four (4) years.”  The handbook goes on to state, “The application must include proof in the form of official results lists that the “widely and regularly practiced criteria” is fulfilled.” For the totals done for this analysis, Paralympic Games participation does not count.  Only if a country has competed in the same boat class in 2 or more events in the period between 2012 and March 2015 were they counted towards country total.

 

Using this method, 30 countries had classified sailors. 10 countries counted participation wise for the SKUD 18 class.  13 countries counted for the Sonar class. 21 countries counted for the 2.4 Metre class.  In no category did the numbers get to the requisite 32 regularly participating countries.

 

Further to this, the Philippines, Sweden, Switzerland, Serbia, Portugal, Hungary, Belgium and Croatia all appear on the list of participating countries.  These countries either have 0 classified sailors, have participated in 0 events, or were both.

Argentina should count as they have IFDS classified sailors.  The country also had sailors competing internationally in  2014 ISAF Sailing World Cup Miami – 2.4 Metre, 2015 ISAF Sailing World Cup Miami  – 2.4 Metre, 2014 IFDS Combined World Championships  – 2.4 Metre. The country should only count towards one class though, and that is the 2.4 Metre.
