Report: Status of Paralympic sailing in 50 different countries

Below is a ParaSport News follow up to Investigation: The total number of ISAF disability countries is close to 32 depending on your count with a goal of understanding how active, on a by country basis, individual countries are.  Looking through the 50 countries, thirty-five countries appear to have been or are currently active on some level. This number would surpass the 32 actively participating countries as defined by the IPC current activity could be provided.  That appears to be a big ask though as some countries with potential activity have not competed on the Paralympic level, do not have IFDS classified sailors, or have not participated in the Paralympics since 2000, 2004 or 2008.

At the same time, there appears to be a large disconnect between NPCs and disability sailors.  A number of NPCs provide specific information on other sports, but none about sailing.  The relationships between the two appears weak, and like IFDS and MNAs cannot count on their NPCs to advocate on their behalf.

 

The IPC also appears to be looking for information on social media and outreach on behalf of the sport to assist with growth of the sport.  Looking only at Wikipedia and Facebook, two of the most visible websites in the world, the global sailing movement on a national level appears under represented.  Only twelve countries have articles about their disability sailors on Wikipedia.  Eight of these countries had three or fewer articles about them.  On Facebook, only nineteen countries had pages or groups about sailing there either on the local, regional or national level.  Thirteen of these countries had three or fewer pages about them: Many individual Paralympic sailors and teams did not have pages or groups.

 

If IFDS leadership is serious about getting sailing back on the Paralympic program, all of these issues will likely need to be addressed before the IPC would reconsider adding the sport either in 2020 or 2024.    This includes issues mentioned earlier, including having results the differentiate who is the national team boat in ISAF and event published results, making an effort to increase disability class sailing events instead of encouraging participation in open classes when participation numbers are too low, and encouraging their MNAs to host disability sailing nationals.  The part about separating disability sailing from able-bodied sailing may be a key point, as the IPC has a history of not wanting able-bodied athletes to compete at the Paralympic level.  Wheelchair dance is the best example of this.  The sport is governed by the IPC, but because it involves an able-bodied dancer competing with a wheelchair user, the sport is almost certainly never to end up on the program.  The IPC decision to grant medals to guides and pilots appears less about being more inclusive, and more about giving vision impaired athletes better chances at government funding as it gave some countries an impetus to classify guides as elite athletes.  In countries like Australia and Spain, this allowed them to tap into scholarships for elite athletes.

 

Data looked at included number of IFDS classified and ranked sailors, participation in ISAF recognized events listed on their website between January 2012 and March 2015, the number of ISAF recognized events hosted in the same period, if IFDS said the country had responded to their survey following the sport being cut from the program as of March 18, total Paralympic Games a country hard participated in, which Paralympic Games they had participated in, the total Paralympic medals they have won, what specific medals were won, what the NPC says about sailing and its relationship to the NPC on the NPC website, the number of Wikipedia pages about disability sailors from the country, page views to those articles in the past 30 days, total number of Facebook pages related to disability sailing from the country, and total likes across all those pages.

NPC’s relationship to sailing: On the day checked, sailing was one of the sports with news on the NPC’s main page, talking about Antonio Maestre’s victory at the Open Internacional de Vela Olímpica de la Comunidad Valenciana  in the 2.4 mR event.  The NPC provide a document on their website which indicates the sport is governed by Real Federación Española de Vela.  This document makes references to ISAF and the Olympics, but no specific references to IFDS nor the Paralympics.  Sailing is a sport where athletes are eligible for financial assistance through the 2015 Plan ADOP, with this aid based on national and international results.  There are limits of 2 athletes for funding in the SKUD18 and 3 in Sonar.
